Salary range

USD 90,000–110,000

Gross annual base salary in USD, before employee taxes and deductions.

Role Purpose

Build Watsmen’s civil and infrastructure engineering capability for industrial assets. Establish design bases, coordinate delivery interfaces and expose site and constructability uncertainties early. Exercise discipline technical authority through a separate competence-based appointment.

Key Accountabilities

  • Establish civil and infrastructure design requirements for assigned work. Deliver a controlled basis covering site boundaries, intended use, design loads, utility interfaces and applicable local requirements, distinguishing verified evidence from assumptions or missing investigations.
  • Coordinate site evidence and specialist investigations. Maintain survey, ground, drainage and other relevant input registers, assess information quality and specify proportionate further work needed before recommending design progression.
  • Lead concept evaluation and discipline coordination within competence. Produce option assessments, layouts and design recommendations addressing interfaces, access, construction sequencing, operability and whole-life considerations, with constraints and exclusions recorded.
  • Define technical packages and review third-party outputs. Deliver specifications, design-review records and acceptance requirements for competent consultants or suppliers, checking that civil, structural, process and electrical information remains consistent across controlled revisions.
  • Maintain discipline competence and local professional coverage. Record available expertise, capacity, appointment boundaries and partner evidence; identify jurisdiction-specific design or signing requirements and route regulated work to qualified, authorised practitioners.
  • Support construction and handover readiness. Maintain technical-query, deviation and risk records, review relevant inspection and completion evidence, and capture lessons that improve future specifications without implying authority over unassigned site activities.
  • Identify site and constructability constraints early enough to inform customer offers; define necessary investigations and bounded packages within local professional and discipline technical-authority limits.

First 90 Days

  • By day 30: Assess priority site and infrastructure scopes, existing information and local professional needs; issue the initial evidence-gap, interface and competence registers.
  • By day 60: Establish a pilot design basis and investigation plan with competent partners, clear deliverables and traceable interfaces to process, electrical and project-development requirements.
  • By day 90: Complete a reviewable pilot concept or technical package, document remaining ground and constructability risks, and propose reusable discipline methods and bounded Discipline Technical Authority (DTA) responsibilities. Demonstrate early site-constraint evidence, a justified investigation scope and a bounded package with clear professional responsibilities.

Essential Requirements

  • Relevant civil, structural or infrastructure engineering degree or equivalent demonstrable formation, with evidence of applicable industrial or infrastructure delivery.
  • Demonstrated ability to establish design bases, assess site-information quality and coordinate competent specialist input without overstating certainty.
  • Evidence of coordinating disciplines and consultants, reviewing technical packages and recording the basis for material decisions.
  • Practical understanding of constructability, site safety interfaces and handover evidence, respecting assigned responsibilities and competence.
  • Registration where the scope and jurisdiction require it; evidence of competence for any proposed technical-authority appointment.

Desirable Experience

  • Experience with industrial facilities, enabling infrastructure or utilities in varied site conditions.
  • Experience working with local designers, permitting specialists and construction teams across jurisdictions.

Authority And Decision Boundaries

  • Lead discipline work planning, engineering methods and technical recommendations within approved project and resource delegations.
  • DTA responsibilities require a separate bounded appointment. The title conveys no automatic design certification, statutory signing, permit approval or technical-acceptance authority.
  • Escalate unsafe assumptions, inadequate site evidence and unavailable competent coverage; commercial pressure cannot override appointed technical judgement or local legal obligations.

Head of Systems & Project Engineering and Project Engineering Manager; Process and Electrical Engineering Leads; Anchor leaders and relevant project-development teams; Survey, geotechnical, design and construction specialists.

Commercial and project owners on site constraints and investigation needs; qualified local professionals on acceptance.

How Success Is Evidenced

  • Completeness and traceability of the site evidence and civil design basis.
  • Quality and timely resolution of design interfaces, review comments and material risks.
  • Accuracy of competence claims, local professional coverage and handover requirements.
  • Early identification of material site constraints and accepted, appropriately bounded engineering packages.

Activation And Delivery Readiness

Assigned work requires confirmed resources, competent delivery capacity and the applicable approvals. The role operates within its documented delegation; appointment alone does not confer contracting, spending, technical-approval or system-access authority.

Location And Travel

Istanbul, Türkiye. Site, consultant, supplier and Anchor visits where required for surveys, reviews or delivery interfaces; exact frequency will be discussed before appointment.

Employment And Working Arrangements

Full-time employment, with annual performance reviews. Twelve-month renewable contracts where legally appropriate, with probation and renewal terms determined under local law.

Roles are on-site by default. Hybrid or remote working requires prior approval. No relocation assistance or visa support is provided.
